Scott Rotsted
CEO
Scott brings an extensive business and clinical background to HealthSouth Rehabilitation Hospital of Petersburg. He graduated from Oakland University with a degree in physical therapy and with minors in business and biology. Scott has spent the last 11 years in private practice and executive healthcare management. His clinical background spans the full spectrum of rehabilitation services, but his passion remains inpatient rehabilitation because of the team approach to rehabilitation and recovery.

Carlton Miller, MD,
Medical Director
Dr. Miller is a fellow of the American College of Rheumatology and a Certified Clinic Densitometrist, specializing in the treatment of rheumatology, musculoskeletal and connective tissue diseases and osteoporosis. He has more than 24 years of clinical and medical management experience. Dr. Miller also is a diplomate of the American Board of Internal Medicine, Rheumatology. He completed his fellowship training in rheumatology at the University of Virginia and has the following appointments: assistant clinical professor of medicine, UVA Division of Rheumatology; and associate clinical professor of medicine, Virginia Commonwealth University School of Medicine Division of Rheumatology. He received his medical degree at Eastern Virginia Medical School. Dr. Miller is a board member of the Arthritis Foundation of Virginia, Virginia Society of Rheumatology, Lupus Foundation of Virginia and a Mid-Atlantic regional lecturer and thought leader for many medical pharmaceutical companies.

Tracy Morris
Director Of Nursing
Traci is a Certified Rehabilitation Registered Nurse (CRRN) who brings more than 22 years of clinical and leadership experience to HealthSouth Rehabilitation of Petersburg. She completed bachelor's degree in nursing from VCU/MCV and is currently working a master's degree in nursing. Her clinical background is in the ER/PACU and ICU. She has held senior management positions in acute care, skilled nursing and acute rehab settings. She is a native of central Virginia and currently lives on a farm in southern Virginia with her husband and son.

Tod Stefenilla
Director Of Therapy Operations
Tod joined HealthSouth in 2009 after moving from Pebble Beach, California with his wife and two daughters. He graduated from California State University Fresno with a bachelor's and master's degree in physical therapy. Tod is certified in Vestibular Rehabilitation and has completed a Folsom Long-term Manual Therapy Course. Prior to joining HealthSouth, he owned and operated a free-standing clinic for more than six years in Pacific Grove, California. He has worked in acute, sub-acute, outpatient, long-term and home health settings.

Ann Norford
Controller
Ann joined HealthSouth in May 2007 as an Assistant Controller at HealthSouth Rehabilitation Hospital of Virginia in Richmond. She came to HealthSouth with more than twenty years of accounting and finance experience, including healthcare, service and public accounting. She holds a bachelor’s degree in accounting from Miami University. Ann is married, has two children and resides in Midlothian.

Traci Maitland-Martin
Tracy has been a registered nurse for twenty-six years. She graduated from Petersburg General Hospital School of Professional Nursing with a diploma in nursing and an associate's degree from Richard Bland College of the College of William and Mary. She is currently pursuing a bachelor's degree. With a career spanning many facets of nursing, she has focused on the areas of quality and case management for the last thirteen years.

Lorraine Walls
Lorraine brings more than 30 years of nursing experience. She has been with HealthSouth for more than 15 years. She is a native of England and now resides with her family in Midlothian.

Redouane Goulmamine
Dr. Goulmamine is a fellow of the American Academy of Physical Medicine and Rehabilitation. He specializes in the treatment and full spectrum of physical medicine including but not limited to strokes, spinal cord injury, traumatic brain injury and orthopedic rehabilitation. He also brings an expertise in the musculoskeletal-spinal medicine. He received his medical degree at Algiers Medical School in Algeria. He completed his surgical internship in Illinois Masonic hospital in Chicago and his residency training at Marian joy Rehabilitation Hospital in Chicago Illinois. Dr. Goulmamine joined HealthSouth in 2008.

Judy Davis
Pharmacy Supervisor
Judy brings more than 10 years of pharmacy experience to HealthSouth Rehabilitation Hospital of Petersburg. After graduating from the Medical College of Virginia with a bachelor’s degree in pharmacy, she worked for nine years as a pharmacist. She completed her doctorate of pharmacy degree in 2002 from Shenandoah University. She is a native of Richmond, where she currently resides.

Lisa Stewart Barker
Director of Human Resources
Lisa came to HealthSouth with more than 25 years of experience in financial office administration, focusing on human resources administration over the last 20 years. Lisa is proof of HealthSouth’s commitment to employee growth. She was selected in March 2007 as director of human resources, after serving in the Accounting Department since the hospital opened in June 2006. A lifelong area resident, Lisa is active in the community and is a member of the Society for Human Resource Management (SHRM).

Nello Williams

Nello has worked in the food and beverage industry for almost 20 years with experience in settings ranging from restaurants and clubs to catering and arenas. Through food and hospitality, it is Nello’s goal to create an experience so you can relax and re-energize yourself on your way to recovery. His philosophy is simple: everyone who passes through our doors is his guest and he will do whatever he can to take care of you.
